I was told that a love ones has only 25% of her kidney working and that because of heart problems that she is not a candidate for dialysis and only have 8 to 9 month to live she is 70

Firstly, if one has 25% kidney function and is stable at that number (an important qualifier), then this would not likely lead to death in a matter of months. Furthermore, I would need to know more about the decision to not offer dialysis. These days, in developed countries, there would be very few reasons to not offer dialysis. Some more information would be necessary to answer your questions further.
